Pre-filled sand bags are purchased from material supply companies that uses factory equipment to fill the bags at there location. This takes a substantial process to filling bags that require, cost for labor and  material in addition to the loading and delivery cost.

The amount of sand bags that can be loaded and delivered are limited by the vehicle weight loaded onto a truck and trailer. Delivering sand bags require equipment to load the truck and trailer at the factory, and equipment to unload them at a flood site location.
